Welcome to the new Contractor Portal section of the updated California-Nevada JATC website. The goal of this page is to provide easy access to important and relevant information for contractors currently utilizing or who are interested in employing and training apprentices. The information provided on this page will include guidance on the process of how to request an apprentice, the importance of the apprentice’s Monthly Progress Reports and Evaluations, training and other support the JATC may provide to our contributing contractors as well as links to important documents. More information may become available on this page as opportunities for improvement arise.

Announcements will be updated regularly with information for contractors and their field leadership, from Superintendents to Foremen. This may include important changes in apprenticeship rules, new training available for apprentices and/or eligible industry workers in general; or announcements regarding relevant and current situations, such as apprentices traveling out of the area for storm work. We encourage you to visit the Announcements page as well as the Contractor Portal first as we may address any questions or concerns you might have.

Lastly, we want to thank you for continuing to provide training opportunities for apprentices. The California-Nevada JATC instructors can only provide the foundation for the on-the-job education the apprentices receive while the JATC relies on you (the Contractor), for almost 90% of their hands-on training. It is through this JATC/Employer partnership that we have this exceptional opportunity to continually educate, train and produce a highly skilled workforce for the future of the industry.

Please use the automated process to request an apprentice by clicking the button below. You will need your Contractor ID # and Pin # to login and make the request. If you do not have this information, please contact your company HR department, or contact the JATC to find out who your company representative is who will have that information.

NOTE- The JATC cannot disclose the Contractor ID or Pin # to anyone other than the designated contractor representative.

Monthly Progress Reports

Monthly Progress Reports (MPRs) are integral to track the training of apprentices throughout their apprenticeship. Since apprentices receive 90% of their training on the job, the MPR is the only means to receive information about their understanding of the work, physical capabilities, and overall ability to perform the requirements of the job. The JATC relies upon the apprentice’s Foreman and Journeyman for this information, to ensure that each apprentice is progressing and meeting the expectations of the JATC. When an apprentice is eligible for a step advancement, an evaluation is a significant tool used to determine eligibility for advancing to the next step. It is crucial that the evaluation scores and comments are honest and applicable to the apprentice’s step level.

Every step for completing the MPR is done electronically through QuickBase. If you do not have an account, please click the link below. Apprentices must complete and submit their MPR to their Foreman by the 5th of each month. Once submitted, an email is sent to their Foreman requesting an evaluation and approval of the hours worked by the apprentice.  Foremen are required to provide an evaluation of the apprentice using a standard ranking system with a field to provide additional comments. This should be completed by the 10th of each month. If this is not completed by the 10th, you will be contacted by the JATC with a reminder to complete the evaluation and approve the hours. 

Journeymen also have the opportunity to provide comments separately and should ask the apprentice if they are not receiving a form to give their feedback.   

What can the JATC do for you?

The primary focus of the JATC is to train apprentices to become highly skilled journey level workers to support the industry. However, the JATC does more than just teach apprentices. The JATC also supports individual IBEW members working in the outside industry and for signatory and contributing IBEW-NECA Contractors. This is accomplished through the no-cost courses offered for our jurisdictional members to help them remain qualified in the necessary training and certifications required by our Local Unions. Contractors can also benefit by utilizing our training facilities and/or staff for customized training. 

Classes available to qualifying IBEW members and Contractors alike include CPR, First Aid, OSHA 10 ET&D, EICA Crane Certification (written and practical exams) and Qualified Rigger classes. To be eligible, an IBEW member must be an active member with one of our sponsoring locals, be employed under one of the sponsoring locals CBA, or be on the books  with one of our local unions. Our sponsoring local unions include 47, 396, and 1245. Contractors are welcome to take advantage of the classes listed in addition to requesting customizable instruction based upon the contractor’s specific needs. The JATC can provide classes that are part of the normal curriculum such as the OSHA 20 ET&D, Equipotential Bonding & Grounding or energized work methods, etc. Our staff can also work with your team to customize learning modules and curriculum to suit specific needs. The training may be brought to you or can be held at one of our training facilities in Riverside or Woodland. When the classes are held at one of these locations, you will also be able to take advantage of the hands-on technology systems that our facilities have to offer. These hands-on technologies include the TransBanker used for energized transformer instruction, the Timpson Trainer which energizes the pole yards to 12kV (underground and overhead) and the CM Labs Equipment Simulators which provide Crane, Digger Derrick, and Civil Equipment simulation training.

Trade Classes

Qualified Rigger

The class is 2 days. You must attend both days to receive a certificate of completion.

OSHA 10 ET&D Class

OSHA Classes are offered to apprentice lineman, journeyman lineman, operators and groundmen working for I.B.E.W. Local 47, 396 and 1245 signatory contractors under the Outside Line and So Cal Outside Utility Infrastructure Agreements.

First Aid/CPR Training Class

The classes are offered every second Friday of the month at both our Riverside and Woodland locations.

Crane Certifying Course

There are a limited number of spaces available for each crane class and all training and *test costs are paid by the
California-Nevada J.A.T.C.
